If everyone had source releases, I could tell you the strongest program in a week or two or three, depending on the time control of choice. With almost absolute probability. It just takes a lot of computing resources. I am measuring 1-2-3 Elo programming improvements daily. A typical test of 30K games takes about an hour, for example.
