I doubt this is the case, since maintaining the domain costs less than $10 per year, and the hosting fees for the little bit of bandwidth and space that the forum requires wouldn't be that expensive. If ChessUSA didn't want to pay for it anymore, it (or the costs) could be turned over to the moderators.

Most likely, nobody noticed that the domain was about to expire. If this is the case, it should be solved in the next day or so.

The ICD folks apparently forgot to renew the talkchess domain registration. Sam sent an e-mail to Quentin – They fully expect they will get it back online tomorrow. You can actually get to the board if you put in the IP address:

You may have to login, get thrown out to godaddy, and then put that address back in to your browser again, but you should eventually be able to access the board.
