OPTIMUS_2311 bin book

Hi Friends,

As my latest ORIONPAX and SENTINEL private bin books are doing quite good in tournaments, I publish next version of public OPTIMUS bin book.
For now on, OPTIMUS versions will be named with year+month (YYMM).

So here is OPTIMUS_2311, trying my best to be as universal as possible : suitable for most engines (NN and non NN), and all books tournaments at all time controls, as well as online bot tournaments.
