I would think that the 15 minute delay for transmission would solve a lot of problems, though there seems to a general fear of electronics, and supposedly Smeets (the organiser of the letter?) says that it avoids some "things" -- leaving other "things" open I guess. It does seem that the players are taking a strong stand, however, though the impact is unclear at the moment. The ChessVibes piece notes that cheating has been a topic of wide discussion since day 1.

There seems to be some dispute over various aspects of preparation, though I agree that Paco appears to be one of the movers behind it (it was on his Facebook site, according to ChessVibes).
